Vintage Trolleys on the SunLink Line?

Since there still seems to be a Substantial Delay in placing the Modern Rolling Stock In Service, here in T-Town, I just wonder what would it take to get the Old Pueblo Trolley Car #869 and/or #1511 In Service? Ideas Anyone?
